Nothing like anything I recall ever seeing beore but I'd be interested to know what it was or is for, handle looks long enough to get some decent leverage and is offset to maybe keep your hands away from whatever. My guess would be some kind of cinch or tightener.

I pulled photos from internet, It's on MP in Rowley MA.  I don't know handle length, but looks 3' or less.

Makes you wonder if this is complete or is it a component of something different. (The "mystery double socket" that turned out to be part of the drive mechanism for MAYTAG washing machine wringers comes to mind as an example.)
