That is what it is. My uncle has one which my granddad used many years ago. Value= about 50 bucks

It is a double shoemaker's last, I have three-way ones I can't get rid of.

No it does not use a stand. You lay it on one side and hammer the side turned up. For the smaller size shoe you just turn it over.
