No clue, never seen a ratchet with a conical handle...

Looks to me like maybe it didn't originally have a conical handle. The surface texture of the conical handle doesn't match the surface of the rest of the wrench. Looks pretty fresh, and a lot rougher than what is forward of it.

This one looks pretty close too. It came up on ebay a while back. It is still listed in the 'completed listings" section with some other views over on ebay.

I have one. It is a Bonney but has no name stamped. Interesting design. Dual sliding captive pawls that are keyed. The beam and handle is rough, like it did not go through finishing steps.
The one stamped Vlchek is interesting. I would like to see it apart to see if it is identical inside to the Bonney.
