Picked this Utica tool up today. Think it would be a fenceing pliers and cutter. It has stamping that says "Made To Order". Also a "B 280 stamp". Could not find a tool like this on internet, especially with the notched handles. Maybe the odd handle is the "made to order" ? Any thoughts?

I don't know the specific use of your pliers but I do know they made a 180 and a 300 that are similar to yours. Also I would guess that those handles are user modified as most Utica pliers have plain handles.

Look at the wire cutter notch & jaw form in patent no. 942,504 [ http://www.datamp.org/patents/displayPatent.php?number=942504&typeCode=0 ] The handle form is not typical UTICA style.
