this looks a lot like a sheet metal bender or brake, but I think its missing some stuff.
at least a handle and perhaps more.
any help with ID will be greatly appreciated

Called a "bar folder" for bending a short 3/4"-1" tab or flanges on flat sheet metal. quickly.Yours looks to not be a Pexto, the largest tool maker, could be a Niagara?
Few other makers, brown and boggs, diarco, berkroy.added a page from a Niagara catalog, kinda of looks like the middle one.
