Looks like something I made 30 years ago and forgot all about it.  How did you get it?

Seriously, it's to someone's project and never did finish it, or could be a spare, or a scraped part that didn't pass inspection.

Looks like it has a couple of bearing journals for ball bearings, some kind of pulley attached to the middle and end.  Just a WAG.

Looks like a jack shaft to me. two keywayed  slots for pulleys/sprockets and 2 bearing races. What it goes on is anyones guess.
