A primitive mitre clamp ?

Reminds me of a compass or dividers - with some pointed sticks clamped in it could mark out a circle or measure/mark lengths.

"Classic Coke can" is, well, just so obvious that I won't say it. I just won't.
That's a head scratcher for sure. Whatever it clamped came in varying sizes, since the halves could be closer together/farther apart, with those slots at the center.

It looks like a clamp for holding/joining pipe. I imagine a clamp like that would have been quite useful before modern fittings made plumbing connections easier.

Did you all pick up on "joint wiping" in the description? Joint wiping refers to the joining of lead water service pipe. Until recently "wiping" was part of journeyman plumber training. I doubt that much of that is still done these days.

Mostly, people like to avoid lead poisoning, so, not much done anymore.
