Title: Odd Spanner

I suspect this one is used for something specific but I have no idea what. There is a patented mark on it but no patent number or other markings.

It seems to be a cadmium finish so that might indicate WWII era.

I do remember seeing flat nuts that were recessed with slots(screwdriver) that couldn't be tighened or loosened with a regular blade driver (not wide enough and would cam out) similar to floor outlet caps. Might be an adjustable wrench for these type of older caps

Think you're onto something here.  And the other end with the pins could fit into other threaded caps and plates with spit nut like holes.

Possibly a "watch crab", which is a spanner wrench for removing the back covers of wrist watches.  I didn't find one like this, but here are a variety; you'll see the functional similarity: http://worldbestdad.com/?s=Spanner+Opener+Tool.  It could easily be made for a very similar purpose, if not for watch cases.

That is just about what I am looking for to remove the retaining nuts that hold the handles on old wrenches with wooden handles. Does it want a new home?

I was thinking the same thing but I have a wide screwdrive rsocket i ground a slot big enough to fit over the bolt  .

The other thing that tool might fit is the lens retaining rings in binoculars .....
