Hello, Bonneyman. That is a neat tool, comes in handy for a lot of uses. I have one here marked No. 3015 Rimster Pat. No. 3178971. I always thought that this was a plumber's tool, for the bolts on a self-rimming sink, but I could not verify that.. This photo is what I had in mind.Regards, Lou

Neat. A really different design.
I mainly use those starters that have a spring-loaded bit in the middle that twists against the slot to hold the screw. I like them, but you have to be really careful not to bump the screw against anything on the way to the hole, or it'll fall off. I've used a lot of the cuss word inventory starting screws with these over the years.
