Title: looks like a scraper but

this tool looks like a wood scraper, but  the countersunk holes have me wondering.

could it be a decorative star that someone put a handle on?

Looks like cast iron - if not, not likely a scraper.

I believe this is a sign mount for the front of a business.   Or mount for an awning,  even a lamp.  Holes are clearly countersunk for screws.   Never seen anything exactly like it.
