If the holes are different sizes, it may be a cutter of some sort. Maybe for wire or rod.
We need more pictures!

it's form a friend elsewhere in the country

@bob amertrac, ... if ti is a wagon step, you would say the pivoting piece is to clear mud from the drain holes?

that's what first occurred to me

or a barb-wire twisting tool, but the action of the pivoting piece doesn't seem like it would accomplish any braiding or twisting

i do wish i had more pictures, ... but maybe that's part of the fun

when the right person sees it, ... bam!
they won't need another view

Is it a carpet stretcher? Shoot, at first I thought it was off a piece of farm equipment. Maybe it's "off a windmill" It sure ain't ON a windmill!

Pretty much impossible to tell without seeing the other side, since it looks like that's where the work happens. 

I think we're looking at a lever rather than a crank handle, and I think the holes are decorative.  It either pulls something or compresses something.   That puts it in league with a bottle capper or a bottle corker-- seems to be the right size.

I thought I had seen one of these before, so went out & did some digging around. Came up with this same item. Bougth it at old farm museum auction about a yr. ago. The measurement are for the front half 15 1/4" tall ...width is 6" all the hole diameters are 1/2". The back is flat with a couple of raised round places about an 16th" The part no. on the front half is Y7DC. The back half is 12 1/4" tall & is T shaped the width is 4 1/2" part no. Y6 it is all made out of cast iron. I am trying to get some help with pic's. So will post them soon I hope.

kinda like, ... all tools are hammers ... except screwdrivers, which are chisels

I finally figured it out,   It's a Christian  circumciser  ;-)     Look at it closely,  but it looks like it needs sharpening too.
