It says WH Howell Geneva IL
Patent allowed
what does that mean?

It means that the Patent Office finds that it is a good application for a patent, and is good until the patent is issued.

Is that essentially the same thing as "patent pending"?

I don't think so. Pat Pending means it has been applied for and approved, but not in force yet.
