I picked this up at the local ReStore, a worthy 50 cent purchase. It's missing the wedge-shaped block that would go over the hanger bolt at one end to clamp the sandpaper, which won't be hard to make (item #1,475 on the list).
It's labeled "CCC" - I find myself wondering if this was the California Clever Corporation, or whether it was something the Civilian Conservation Corps folk made for their projects.

So do I - it would be nice to have such an historical thing - but I have no idea if it's true.
Maybe I should track down the CCC historical society, and see if they know.

What I didn't tell you is the total list count...

The folks at CCC Legacy, which appears to be the primary historical society for the Civilian Conservation Corps, have confirmed that this sander was almost certainly issued to CCC enrollees for their work. It'll be heading back to them in Virginia, for the museum they're putting together.
Mystery solved, and I'm feeling happy to have retrieved it from the ReStore shelves.
