 I have never seen one of these.

That would make sense to plane the edge after splitting it.

Yes,  Having done some (very little) cedar shake roofing I would saw that that tool would be ideal for that work. All the tools needed in one, split the shakes, plane down uneven edges and drive the nails. Brilliant!
