I'd say it's a chicken feeder.

I have one that came with the irons.  It is a soldering iron heater to go on a stove, probably kerosene.

Does the charcoal go inside it or under it?

I wondered if it was a brooder stove?

WVTools it goes inside.

Wouldn't it have ventilation holes in the bottom if the charcoal went inside it?  Mine is similar, but with an open ring on the bottom.  The one I have has no ventilation holes inside it.
