Probably fabric shears. You might look up the name, see if you can find anything online.

OK thanks Bill, didn't think about fabrics. No name on it just Shear Steel.

Believe it or not, there is a website for tailors where you can discuss hand sewing your own suit together.
They have a scissors forum too.
I can tell you with absolute certainty those are for light fabric cutting, not canvas, by the geometry of the thumb hole.

They are very likely hand made with the blades fire welded to handles and the bows are welded where the bow touches the straighter part of the handle. The weld of the blade to the handle is usually easy to see. But the bow welded if well done is harder to detect especially if the rust hasn't been removed. Cast (crucible) steel was first used for "fine" (better) quality scissors from the 1760s in England but there were probably shear steel blades long after that !?
