The only thing on this is an A on both sides of each post.

I have seen such a tool used for carrying car batteries. Slip an end over each post and pick up on the strap. It's hard to tell size in the picture but if it looks like about that size, that could be what it's for.

It is 17" long so would fit a battery.

That's braided cable. You'd be in big trouble if you tried to use it as a battery carrier.
It looks like a ground strap.

Could also be a tailgate strap.

Sure would be interesting to see it being hooked up to a battery. Notice I said seeing....... not doing the hooking up part.

I think there is a good chance it is a restraining cable for a hood or cover off of a piece of equipment. I have a backhoe and an excavator which both have very similar straps on the various covers
