assume thats a 4 to 1 multiplyer on top ?

I haven't tried too hard but I loosened the only nut I can find and the thing doesn't come apart that I can see. Might be some release pins inside those 2 big holes there. There is no ratcheting mechanism. The socket must hold a nut of some sort and the tool inside the socket must turn the plug that is screwed into the nut. The short handle turns the socket and the long one turns the inside tool. Who ever bought it didn't get much use out of it. That much is clear. Either that or they wrapped it in velvet after each use. It's a lot of tool for $2. My best buy of the month so far for sure, even if I never find out what it is.

Very kewl gadget like tool, unusual for NB. My guess would be something along the line of a valve adjusting tool.

It is a valve adjuster. The socket loosens the lock nut and the screwdriver end makes the adjustment.

I had thought it was a valve tool also. But, if you look closely, where the screwdriver end should be, it is actually a groove rather than a screwdriver blade. So, the opposite of a blade. That makes me wonder if it isn't a transmission tool as suggested earlier. Either way, it is a very nice apparatus.

Yeah, it could be an automatic transmission band tool.
