Partial SK 3/8" drive set, but the box is too shallow for a ratchet. Would this have come with a breaker only?

This Armstrong 1/2" drive stuff. I wouldn't call it a set but it includes a ratchet, extensions, universal, some sockets and duplicates of the 5 hex drivers.

I've never seen a New Britain box like that before, with logo in such good shape.
