Title: how to use fencing? tools

I recently bought two interesting tools, which I think are used in fence building or maintenance (As I write, the cows are where they should not be)

The first one, the one with the ratchet,  clearly is for twisting something, probably wires together, but unless the wires are large they would tend to slip over each other...Are they supposed to be in some sort of sleeve or ferrule before twisting?

It's marked, "Brown Fence Co Cleveland O"

The other, I have no clue about how to use it, 'though I have seen them in different sizes.

Based on this patent drawing, those two tools may be used in conjunction with each other.

Frank, my hat is off to you and I am grinning from ear to ear. THANKS!

So, these tools together apparently date from before the days of pre-manufactured woven wire fence.  It looks as if one would stretch the line wires separately, then apply the stay-wires with these tools.

I'll actually use them that way, because when I run a strand of barbed wire above the woven, I like to link them together so the animals do not stick their heads between and ride the woven wire down.
