I found this at a steam engine show last week.Nobody knows what it is.It has a ratchet mechanism on the bottom and it opens up 1/2". It says " GILMER" Pat. 2-13-12. What do you think ??

Yep, looks like the ratchet on bottom was an addition to his original patent that didn't incorporate this feature.
