 Don't know if this is blacksmith tool,but its new to me. Anyone recognize ? only mark is(11)

Random Guess: 55 gallon drum opener? XD

It looks like it's for prying something continuously with that little roller on there... but, I've never seen anything like it.

it was on here a year ago or so? heck if I can remember what the answer is?
