Title: Help identify - spanner wrench

My wife found this in a lot of sewing tools.  It's @4-1/4"L, with a 3/8" wrench on its end.  Any idea who manufactured this, and for what trade?

I'm leaning towards automotive, motorcycle or bicycle.
