I bought an arbor press toady and it came with a tray of die sets.

the dies have no relation to the press, but that's how it was sold.
my question is, what kind of press or tool were these used in?
there are several sizes of dies, I assume different things?
big hand punch?
Ironworker?
punch press?

I would say the ones on the left are from an Ironworker, the ones on the right side I'm not sure, there are lots of smaller punch presses that had dies similar to those.

Might be Roper Whitney or another manufacturer of C frame punch.
Don't matter what they're from, give em a good soaking in Diesel fuel or #2 oil before they rust worse and or lock together.
