Got this yesterday for 10 bux, only saw 2 all of last year and each were $20 a piece w/o the handle.

yes, used for crimping & splicing.

It's NOT used for crimping anything unless you get damn careless taking a wizz.
That's the stationary or vise end of a pair of tools used to wind a western union splice which was the be all and end all of splices before the automatic "pickles" came along. There are at least 15 pics & posts on here of the other half of the tool, just search "western union splice'.
