"MUELLER" on the handle end suggests it was the ratchet handle for the drill in a MUELLER water main tapper.

Or a wrench for tightening up gland nuts.  I have one I bought for working on underground pipe. When tightening up all-thread rod it is nice to be able to have a long rod go through the wrench.
