Do you have any marks or history on it, such as from a tackel box, tool box, grandpa, etc.? I'm going to take a WAG at it: It looks to be a trigger mechanism, or a quick release for some light weight purpose?

We haven't seen any marks on it.  However, there appears to be a coil spring inside the wooden barrel part.  Like you would push something into it, and it would latch it until you pulled on the string.
It might have been in some junk Glen got from his grandmother, and Glen is 75 years old.  Not real sure though.

 I'm with you Rusty
Pop gun or noise maker of some kind, I'd wager.
Not a big wager with long odds mind you, but just betwixt friends for low stakes.............heehehehe
