I saw it change hands for 30 bucks! No keys, though. This is the only picture I could find on the interwebs, but it's a 1914 Model T anti-theft device!

it locks onto the tire/wheel. like a parking ticket boot.

It says on the tag that it is for anti-theft, calls it an 'alarm' and the manufacture offers a big reward if someone steals your Model T while it's in place!
