what were these knippers used the throat is 1/16 in deep

How certain are you of the year? No patents seem to have been  issued on that date....

I am not sure of any thing concerning patents only what is marked on the item. sometimes i get that the marked date was a saturday and patents were only issued on tuesday. looks like they had choice lobs back then too.

They look exactly like nail nippers, but they are smaller?? Mine are about 16" long.
 I expect cutting hard spring wire of some kind?
