Looks like a spreading type of lifting tong? Do you know what it is before I start digging?

What's the range?  It looks like it's almost all the way "open" in the pic.
I like the teeth on the jaw that would have a tendency to pull loose, not so on other jaw.

Only thing I could come up with was for prying the dog's mouth open to get back that steak you dropped from the grill.  Probably would need more leverage for that though...

+1 for the tire spreader. A face breaking design if true.
Does everyone agree that the jaws move closer to each other as the handle is lifted? (Pardon moi, if this is obvious to everyone else. I am spatial perception challenged).

That's the impression I get, too: that the jaws move together if you lift this tool by the handle.  Makes me think that the lever was pressed down to do its work.  Looks too rough-'n-ready to be, say, a surgeon's rib-cage spreader . . . but the tire bead spreader, perhaps to get access for applying a hot patch to the inside of the carcass, is possible.  Can't judge tool's size, though, so that could be wrong.
