The top one is a German plate. I suspect that it came on a 'Buy it in Europe, drive it on your vacation and ship it to the USA' new car deal.

I like how the word "farm" is on a diagonal in between stars, on the texas 2893 and texas 2590 plates.

That translates to Federal Financial Management. That's where you had to send the 165 DM for the license.
