Title: Unknown measuring device!

This has been in the family for years. Just wondering what it is and what it was used for.

Looks like some sort of inclinometer, an instrument for measuring slope,,,incline or decline. How is it graduated? degrees? mills? or percent grade? that info might help place it. It could be a primative artillery aming device???

The outer part of the scale is in degrees. The inner part I'm unsure of it goes from 10-30 and then from 30-10. On the back is a 3 inch ruler.

If so, it is quite old, by 1900 they are much more sophisticated than that.

It almost looks like the type of protractor my friends dad used on his boat to map out his fishing charts.
