Are there markings on the jaws? It resembles a lead seal press, used with wire to seal carbs and fuel injection pumps from tampering. Seal presses are sometimes numbered or lettered to identify the shop or technician.

Also long ago meters for  gas, electric, water (any metered utility) for the same reason.   A fancier lead seal press was a "what's it?" topic in October (http://www.papawswrench.com/vboard/index.php?topic=9503. )
