Some kind of swage pliars by the look of them. Must be for very light or soft material.

I have a similar pair I use for upholstering. Grab the fabric, roll back on the "lump", stretch and staple.

Nice box joint pliers!  Osborne has them for upholstery work, and art stores sell them for stretching canvas over frames for painting, a skill I learned working at my grandfather's store.  Good tools!  Wish I still had mine...
