Unususal pair of scissors

I came across this small pair of scissors 4- 1/2" long, very unusual. Marked VomCleff & Co.  Germany Patent 30130. Unusual for a couple of reasons. There is an adjustable stop that stops the scissor blades from closing completely and there is a gap in the blade cutting edge. I can't figure this one out. The gap could be for crimping something? but this tool is really too delicate for much crimping work. Any thoughts?

Those would be buttonhole scissors. For cutting open buttonholes.

Google 'buttonhole scissors' if you want more information.
