MYSTERY TOOL

I HAVE  A STRANGE LITTLE TOOL ABOUT SIX INCHES LONG -- HAS A SLOTTED "NEEDLE" (NOT SHARP) IN THE CENTER WITH CUTTER BLADES INSIDE THE BRASS HOUSING. IT ALSO HAS A RECESSED HOLE IN THE OPPOSITE END PROBABLY FOR STORAGE IN AN UPRIGHT POSITION ? -- IDEAS ??

It looks like some sort of slitter. Maybe for canvas or wallpaper or basket making? Seems to me I've seen something similar before. Just don't remember when, where, or why
