It came from a machine shop

I purchased a few boxes of stuff from a local machine shop that was closing up. I'm stumped on this one... Can anyone help me out!

I didn't see any markings but need to clean it up some, it's a little crusty

Looks like it is a custom made taper gage.
The female part looks like it is also.
Made for some specific application.

Missing control arm, but looks like taper to fit a leather belt control unit.   Power some tool on and off by engaging the taper.
