Unknown Armstrong Wrench

Armstrong Wrench marked 1A, came from a machine shop that had a Bridgeport Milling machine & a South Bend Lathe, not sure what it's for... Any ideas?

The notched holes may be for turning valves.

I have the holder but haven't come across any boring bars yet
