Looks like some sort of cylinder hone. Maybe for brake cylinders?

Could also be a hone for the wrist pin hole in pistons.  Is the shaft solid or flex?

John, It has a solid non-flex shaft that is 6 sided at the distal end for 2" then threaded for 3". Beginning at the threads it is splined on 2 sides for 4-1/2". Thanks, 3dahlia.

Looks a cylinder hone to me as well.

I have seen a similar one like that with the hex shaft for the end to be put in a drill press.
