That's a much better photo. I'm still not sure I could definitively say who made it but the head of a perfect handle wrench looks very similar to your wrench and along with the mark I would concentrate my efforts in that direction.   
A person who could really read human minds would be privileged to gaze on some correct imitations of chaos.

Here is a blow up of the head of an H D Smith wrench I have. I would have to dig it out to get a better shot.
