another 'when is it?" (Wolverine file holder)

Finally, this nice file holder (or at least that's what
I assume it is) -- brass or maybe bronze? -- says
only "Wolverine Tool Company" and "patent appd for".
Anyone recognize it or care to venture a date?

If it's a file holder, it will hold only specific sizes of files - which could be fine, if the application called for a particular size.  How wide is the clamping area?

It expands from roughly 3/4" to 1-1/2". Shown here attached to
a 14" mill file.  I have no idea whether it would be used at the rear
of the file (thus), in place of a handle; or at the front, combined with a handle;
or in pairs, one at front, one at rear.

Owner-stamped on top: "Packard."  In a Detroit context, that has
just got to refer to the (in)famous Packard Assembly Plant.

I have a forged steel one with a tapered slot that fits onto the tang of a large file....
