Looks like a pair of tire chain pliers to me.

The jaw pair with the slot & center hole are too delicate for tire chains -- something specialized and uncommon.  Were there other specialty tools in the overall lot that might give context for these?

I agree with Branson,,,,,tire chain repair tool.
I have personally put rings in Hog's noses when I was ten years old till 20 years old.
My pliers used did not look like this.
Big old hogs were a bitch to move from pen to pen. You just had to move them out to clean up the mess they always made.
They just loved to wallow in their own pig-shit.
Their nose was tender and sensitive.
Even humans a long, long time ago were controlled with this method.

How about bicycle or motorcycle chain? Pulls them together to install the link?
I agree , to light for tire chains
Of all the things I've lost , I miss my mind the most

These are double hog nose-ring pliers - similar, but not the same
Our nation was built by men using hand tools - I try to preserve those tools, and honor those men by using them.

Hog rings are more than just their namesake... There are hog rings in my apholstery in my Fiero. Definitely much smaller, and finer than those used for a pigs snout :P

I was referring to the hog rings used in upholstery.

If you look at my other post under garage sale finds , it was in that tool box.

I added another pic next to  ruler for a size comparison.
