A clamp of some sort. Jeff calls it an O clamp as opposed to a C clamp... or is it really a nutcracker!? No maker's marks. Nicely made.

A short chain with two T handles that interlock to pull together. The inside of the chain when looped is no more than about 3 inches. No makers marks.

How does he use the chain carrier?

From an old(ca.1904) Tower & Lyon catalog.
These were described as Tower's Perfect Twisters or improved chain nippers and were used around a prisoners wrists to control him.
Tower's were a bit different from those shown but the use was obviously the same.
The other piece looks like a nutcracker to me.

Nippers! Never heard of them but when my wife and I were looking at them we felt they were creepy. But we thought it was something to do with farm animals.
The clamp is almost certainly a nutcracker. The shape is that of a walnut. The cone shape on the end of the screw and corresponding dimple in the cast part seem perfect for holding a nut in place.
