I'll guess a saw set , but not really sure

That is saw wrest, used in the tuning and sharpening of saw blades. The saw set is used to adjust the set, or distance the saw tooth is bent away from the saw blade.

Adjusting the set of saw teeth; it seems like such a simple thing, yet I'm constantly amazed at the variety of devices that were produced to do it.
