unknown tool

Hi Guys
Having a problem identifying this tool it has measurements along the base also on the height adjuster
and also on the lens. I think it might be for a jeweller to cut diamonds working on chains, necklaces etc. but that's just a guess.

It could be a machinist's optical centering tool for center punching or hole starting.
