Is is sharp on the end?

Maybe a firmer gouge?

The thickness and the angle of the handle make me think this is not a gouge, but is for shaping some plastic material.

i dont think it is a gouge, could it be used for lead shaping or some kind of plumbers tool,  there is no identifying marking on it

It is a brick jointer.  You don't see them too often, but one of the styles of joint was a beaded type made by that tool.

I have seen a similar tool called a slicker, flat on one end grooved on the other.
A place for everything and everything on the floor
