Sorry about the photo links.  I am still learning how to resize photos.

The patent date is March 8, 1927. I've found nothing on it so far.

The long clamp looks like the clamp that is often missing from the Eifel Plierwench .

Good eye! It is an Eifel Plierench Clamp. The mystery is the other clamp with two screws and the split lip.
You might say I have a tool collecting problem....

The date looked more like March 8, 1921 to me, but that got me nowhere either.

I am thinking it is a clamp for theater rigging, lighting or scaffolding pipe.   Looks like the foot would fit over like a stage catwalk with a pipe or light bracket in the C.  The slight taper on the screws would appear to be make to grip into something.
