New guy, small tool question

Hi, I have a small plier-like tool that I inherited from an uncle that worked in the automotive trade.There is no markings other than patent applied for on the inside of one handle. One jaw is serrated and the other is a slightly chipped chisel point jaw. It looks like it was meant for grabbing and peeling something off of something else but the tiny size is a puzzler. Do any of you experts know what this is? Any help greatly appreciated.

Hmm round on the top jaw?

 maybe for tubing somehow?

bicycle spoke nipple wrench/pliers to adjust your bicycle wheel or maybe even motor bike/motorcycle. I have a 2 of them I couldn't pass up. Sometimes they are marked.

Mine is marked, Patent #415828, RD761174 which I believe is for an English/UK patent.

Those are remarkable tools.  Looks like the second one is specifically mentioned in this page from DATAMP: http://www.datamp.org/patents/displayPatent.php?pn=535931&id=44665

"A known 2 5/8" long example marked, "SECURED BY PATENT MARCH 19 1895 W. THOMPSON." appears to be a wire cutter / gripper that has also been described a wire wheel spoke nipple wrench."

Hard to get one of these on a spoke nipple to adjust it. Maybe cut it completely off!

The little tool Dave posted is not the same as that (pretty interesting) multitool, but it is "secured" under that patent.  Dave's tool is only inches long and may be the 2-5/8" one mentioned in DATAMP.
