unique pliers

hello
i found this at an antique engine show this summer and have no clue what it could be used for.
as for wrenches i collect monkey wrenches and perfect handle tools and once in a while purchase an oddball like this one.
from the closed position it opens .163 and in the closed position it accepts a no. 45 drill bit in the round hole it produces when closed.

maybe its some kind of crimper ?
its no doubt a specialty tool for a very specific purpose .
